Jay Howell is the Senior Director of Legislative & Compliance Services at Walmart, responsible for oversight of the legislative services, product removals, regulatory reporting, monitoring and analytics functions of Walmart’s U.S. Product Safety & Compliance team.  Over the past 10 years, Jay held various roles at the U.S. Consumer Product Safety Commission (CPSC), most recently as Deputy Executive Director Safety Operations and Acting Director of the Office of Compliance and Field Operations. In these roles he developed strategies for, and directed the implementation of, CPSC's operating plans for the Offices of Hazard Identification and Analysis, Hazard Assessment and Reduction, Import Surveillance and Inspection, Compliance and Field Operations, International Programs and the Small Business Ombudsman. Prior to joining CPSC, Jay spent nearly 20 years with Cooper Industries. At the time of his departure in 2005, Jay held the position of Vice President, Manufacturing and Operations, Cooper Wiring Devices.
