Roy Deppa is a partner in Marchica & Deppa, a product safety consulting firm established in 2005, providing services to manufacturers, importers, distributors and retailers as well as to law firms and trade associations.  M&D has worked with a number of companies setting up safety management programs.  In addition, they specialize in consulting services relating to the policies and practices of the Consumer Product Safety Commission, as well as the role of standards and regulations in product safety.


Roy is a registered Professional Engineer with a degree in Mechanical Engineering from the University of Maryland.  After 8 years doing design research for the U.S. Navy, he spent 28 years at the U.S. Consumer Product Safety Commission. From 1978 to 2002 he held various engineering positions. He was involved with hundreds of Compliance cases related to product recalls, as well as enforcement of regulations and standards.  He was the chief engineer on CPSC's All-Terrain Vehicle Task Force, not only conducting and directing thousands of vehicle dynamics tests on ATVs, but also as the principle test rider.  As Acting Director of the Mechanical Engineering Division, he was responsible for regulatory development and compliance engineering work for a wide range of mechanical products.  In 1989-90, Roy was a Department of Commerce Science and Technology Fellow (ComSci), serving as Legislative Assistant to Senator Alphonse D'Amato.  From June 2002 through September 2005, he was Associate Director of the Recalls and Compliance Division, supervising Compliance Officers whose duties were to enforce regulations, investigate product hazards, and process recalls.
