While manufacturers are expected to participate in developing voluntary standards, what is expected of distributors and retailers? Are non-manufacturers expected to develop their own safety requirements where voluntary standards are not adequate? What risks are non-manufacturers assuming when they get involved in setting safety standards or in specifying safety components when industry-wide standards don't exist? What are the tensions between manufacturers and downstream firms that sell their products? All firms are responsible for reporting defects, but what are the respective responsibilities and liabilities of setting and meeting safety standards?
